Waste of tax mon­ey over the “wilder­ness lab­o­ra­to­ry” in the nation­al park center

On Sep­tem­ber 30, 2014, at the request of Head of Admin­is­tra­tion Tre­ichel, the employ­ees of the Nation­al Park Admin­is­tra­tion have to move out of their beau­ti­ful, mod­ern, large and bright work­rooms in the east­ern exten­sion of the Criewen Cas­tle, ini­tial­ly in tight tem­po­rary arrange­ments. The expan­sion of small office space above the so-called “wilder­ness lab­o­ra­to­ry” in the nation­al park cen­ter was not fin­ished in time, and the Bran­den­burg State Office for Envi­ron­ment, Health and Con­sumer Pro­tec­tion had already ter­mi­nat­ed the office space in the east­ern exten­sion of the cas­tle, which was built espe­cial­ly for the employ­ees of the nation­al park admin­is­tra­tion, and want­ed to do so Can­cel­la­tion, as offered by Inter­na­tion­al­park Unteres Oder­tal GmbH, also can­not be withdrawn.

The month­ly rent and oper­at­ing costs for the sev­en office rooms (approx. 183 square meters) amount­ed to approx. 1,880.00 € for the nation­al park admin­is­tra­tion. The con­struc­tion of sig­nif­i­cant­ly less and small­er office space above the so-called “wilder­ness lab­o­ra­to­ry” costs the Bran­den­burg tax­pay­er, accord­ing to the Bran­den­burg state gov­ern­ment, at least € 600,000. That amounts to a waste of tax­pay­ers’ mon­ey ear­marked for nature con­ser­va­tion, because it means that the nation­al park admin­is­tra­tion would have at least 25 years in exist­ing, nicer and bright rooms for the mon­ey it now has to raise for the new con­struc­tion of sig­nif­i­cant­ly small­er and poor­er office space can work. In addi­tion, the state admin­is­tra­tion has to pay sub­stan­tial sums of mon­ey to the Bran­den­burg State Office for Real Estate and Con­struc­tion (BLB) every month for the main­te­nance and man­age­ment of the rooms.

In the MOZ on March 15/16, 2014, Head of Admin­is­tra­tion Tre­ichel lit­er­al­ly described the real jus­ti­fi­ca­tion for mov­ing out of the nation­al park admin­is­tra­tion as fol­lows: “For the nation­al park admin­is­tra­tion, it is increas­ing­ly unbear­able to work togeth­er under one roof with an asso­ci­a­tion that does not meet the objec­tives of the nation­al park sup­port­ed and even torpedoed. ”

The rea­son is of course non­sense, because the Asso­ci­a­tion of Friends of the Ger­­man-Pol­ish Euro­pean Nation­al Park Unteres Oder­tal e. V. uses only two of the castle’s 24 rooms, the rest are used by the Inter­na­tion­al­park Unteres Oder­tal GmbH and the Bran­den­burg Acad­e­my, which actu­al­ly have no rea­son to growl.

Now the par­lia­men­tary group of Bünd­nis 90 / Die Grü­nen in the Bran­den­burg state par­lia­ment has put a minor ques­tion no. 3639, (Land­tag print­ed mat­ter 5/9253). As a rea­son for the sur­pris­ing move, the state gov­ern­ment does not name the rea­sons giv­en by Tre­ichel, but an alleged duty of care for the employ­ees of the nation­al park admin­is­tra­tion who pre­vi­ous­ly worked in the east­ern exten­sion: There would be mois­ture dam­age in the base­ment of the build­ing, so that the employ­ees of the Nation­al park admin­is­tra­tion could not be expect­ed. But that is com­plete­ly beside the point, because the east­ern exten­sion, in which the employ­ees of the nation­al park admin­is­tra­tion worked so far, has no damp­ness or mois­ture dam­age at all. These only exist in the neigh­bor­ing  bicen­ten­ni­al cas­tle. They still come from the con­struc­tion and ren­o­va­tion phase, for which the state build­ing author­i­ty is respon­si­ble. For years, the ten­ant has been demand­ing from the land­lord, the Min­istry for the Envi­ron­ment, Health and Con­sumer Pro­tec­tion of the State of Bran­den­burg, the repair of the dam­age, which is increas­ing by doing noth­ing, with­out any suc­cess. The alleged mois­ture dam­age is there­fore not a good rea­son for the forced depar­ture of the employ­ees of the nation­al park admin­is­tra­tion from the rooms of the east­ern extension.
